Hmm, I'd like to add though, just because I handle Web design. That doesn't make me a Web designer. And just because I can program the back-end doesn't make me, strictly speaking, a programmer. There are those that can wear many hats. System administration, front-end coding, the design process. And I mean individuals, not firms. I don't know what to label people like this, myself included. I do however know that doing all these tasks for over 5 clients would be utterly impossible to fit into an already full schedule. So I guess I loosely agree with you. And more over, I'd add that once the abstraction of the Internet is removed, all pieces of the site development process (SEO included) fit seamlessly together. It just takes time and discipline to learn it and implement it.

I'd like to add one more section... the POST development stage of a website, i.e., S.E.O. is something for which I'm not willing to take complete responsibility. I will do my best to optimize metas, making sure content is priority over design, but the actual submission process needs to be taken care of professionally anymore.
I make this very clear to the client, that it is up to them to assure the site is promoted in as many ways as possible.
This includes updates. I seldom accept sites that require me to be 'the' webmaster responsible for all product updates, etc. It's not my child, I only put it to code.
